국립대학법인 재무회계규정에 관한 연구

초록
본 연구는 국립대학교가 법인으로 전환시 건전한 재정확보와 원활한 운영을 위한 재무회계를 법인이사회에서 재정함에 있어 기초안을 제공하고 이 기초안에 대한 재무회계 이론적 체계를 바탕으로 접목하여 정립하는데 있다. 우리나라의 현행 국공립과 사립대학의 ‘재무회계규칙’의 가장 큰 문제점은 지나치게 통제위주로 제정되어 있어 대학운영의 효율성이 떨어진다는 것이다. 일본은 이미 2004년 99개의 대학이 법인화되어 관련 ‘재무회계규칙’에서 위와 같은 많은 문제점이 해소되어 있었다. 이러한 분석결과를 바탕으로 본 연구에서는 국립법인대학교의 ‘재무회계규칙’을 총5장, 54조로 구성하였다. 국립법인대학교의 ‘재무회계규칙’ 제정에 있어 고려해야 할 가장 큰 요인은 국립법인이라는 점이다. 이에 국유재산의 출연, 양여 등에 대한 법률이 본 ‘재무회계규칙’에서 예산과 결산, 수입과 지출에 반영되어 향후 국립법인대학교의 운영에 차질이 없도록 하였다. 회계규정은 복식부기를 근간으로 진실성, 명료성 및 중요성의 원칙에 따라 재무제표를 작성하는 체계로 구성하였다. 재무제표는 대차대조표, 손익계산서, 현금흐름표, 원가명세서 및 순자산 변동표로 구성되며, 각각의 계정과목을 명시하였다. 본 연구는 향후 국립대학법인의 형태로 설립 또는 전환되는 대학들의 재무회계기준으로 활용될 수 있다.
Abstract
The purpose of this study is to establish an accounting system for National Corporate University. UIT will be founded in the year 2009 as the first corporate body of a national university. This study develops a united accounting system that has application to National Corporate University. In other words, unlike other national universities, National Corporate University reports financial statements without separation of educational funding and governmental funding. The financial statements are consisted of balance sheet, income statements, the statement of cash flow, the statement of changes in net assets, and the detailed statement of costs. Also, the financial statements are based on "double-entry" according to the principle of reliability, clarity and materiality. This study provides a theoretical principle to guide accounting and financial reporting of National Corporate University. The financial information would be useful for evaluating budgetary integrity, financial status and operating performance of National Corporate University.
