“아시아 FTA”의 법률적 제도화에 관한 연구

The FTA system, which arose from dissatisfaction seen at the scenes of multilateral trade talks under the WTO system, is in the process of generating new sets of trade norms, and also renders incentives to develop more comprehensive trade norms and standards at the level of WTO. Unlike in America, and Europe, regional economic integration in A냠 is relatively a new phenomenon. When compared to other FTA negotiations, FTA talks in Asia is expected to encounter with technical difficulties, delays, and unprecedented obstacles. In order for the Asia FTA to succeed, states in the Asian region should endeavor to relax tax regulations, and to formulate a market environment that is favorable to foreign investment, while armed with the genuine spirit of open economy. Simultaneously, it is imperative that a supranational organization with comprehensive mandate should be established, along with regulations and standards for the integration of regional economy. Asia suffers from the lack of an impartial, supranational organization that is committed to the development and prosperity of the Asia region, away from national interests. As was pointed out in the paper, in order to bring FTA into meaningful fruition, it is imperative that we ensure the Asia FTA should take the form of intensified integration, take on inclusive regionalism, develop best practices and standards, establish effective implementing organization, and should also be accompanied by genuine measures of national implementation.
