석유화학산업 구조조정으로 인한 고용문제와 노동조합 대응 : 한국과 프랑스의 사례를 중심으로

In the course of environmental changes in the global economy, the manufacturing sector is facing the pressure of restructuring. Since the petrochemical industry is a mass process industry, China and the Middle East's large-scale investment in new facilities is also the big pressure to South Korea's petrochemical industry. Korean government policy priority is focused. on M&A, which will trigger the large-scale employment adjustment and an increase in irregular workers. Petrochemical industry has a dual employment structure as 'core - periphery' and then restructuring means an increase of irregular workers. The French case of responses to the restructuring suggests that the government's active intervention and the union's endeavors to pursue alternatives are solutions to the employment problems. Therefore, the government's immediate task in the petrochemical industry is proactive roles to overcome polarization and rebuild the system of the industrial association. In addition, the active role of the local government for regional system of employment stability is required. In particular, we need to reflect interests of the irregular construction workers for the overcoming the dual employment structure. Finally, the trade union that represents the whole workers can have an effective power of intervention in industrial policy. Trade unions need the new identity as social solidaritic unionism or social movement unionism so that they may form the foundation of the reorganization strategy.
