This research intended to analyze impact on the market of the 'Participatory Government' real estate policy. The preceding research accomplished an effect mainly about price of the policy which conducts a statistical analysis. Accordingly, The goal of this research is to analyze a qualitative ripple effect of real estate policy. For analysis of market effect, conduct a content analysis of newspaper editorial. Analytical r esult, With politic announcement in compliance with a movement of n ewspaper e ditorial number appeared with the fact that is visible the reaction which is sensitive immediately from market. Specially, reacts strongly about speculative demand containment policy. Impact on the Market of real estate policy was advanced on the spread course of 1 , 2 and 3 and occurs the s ide effects that i s not forecast from the market effect which in compliance with a qualitative analysis. It means that the reaction which is immediate (output) and intermediate result (outcome) interact. and In the long-term, this impacts on the market.
