A Study on the Characteristics of Real Estate Development Projects which follows in Open Competition - Focus on the Request for Proposals -

This research aims at analyzing the features of real estate development project which follows in open competition since 2001 and the changes in the request for proposals. And this study is to analyze the problems and improve the guidelines. These works will improve the understanding of the business. To achieve this purpose, this research is the analysis of 20 cases which are the request for proposals of real estate development projects which follows in open competition. The followings are the results of the study. Real estate development projects which follows in open competition are classified as the type of land sale which does not evaluate the price of land and the type of seeking business partner which evaluate business plans and land price. Attendance is limited to the individual applicant's corporate business and applicants are being induced by a business consortium. And the organization of the applicant business becomes increasingly complex, and diverse. Mostly reviews for business plans and land price assessment is done for evaluation. In addition these things, the reducing scores system and adding scores systems are being introduced. Increasing trend for the competition period and business period is likely and this trend is a co-investment approach. Based on the analysis, this research has suggested several improvements. First, the configuration of the guidelines for conspiracy should be unified. Second, the configuration requirements of the applying companies shall be minimized. Next, the assessment rate of land prices and business plans should be applied flexibly depending on the site. And, the period of projects needs to include the duration of the operating period which includes five years after construction.
