소청의 대상이 되는 기타 불이익처분의 범위 ― 소청 결정례의 분석을 중심으로 ―

This article analyses the scope of “disadvantageous measure or omission against public servant' will” as a subject of appeal review. The same “administrative measure” requisite shall applies to appeal review because it is a kind of administrative appeals. In addition, the scope of “disadvantageous measure” as a subject of appeal review shall be limited to personnel affairs, considering that a guarantee of public servant's status makes appeal review significant. Disadvantageous measure as a subject of appeal review should be against public servant' will. Whether it is disadvantageous or not depends upon public servant's own will.
