Along with the industrialization in Korea, it is much more necessary to make industrial complex. Industrial complex make it easy to support the industries there in many way , and make it possible to expect much higher industrial efficiency. So it was the national plan to promote the industry by supporting the industrial complex. But some problems in entering into the industrial complex made the separate industrial district much prevail. Separate industrial district increased near around the big cities. But it is not desirable only to force the industries in separate industrial district to move into the industrial complex. Although there occurred many conflicts and are many problems in the separate industrial district, there also can be found many advantages. So to take advantage of merits and to promote the industrial efficiency thereof, remodelling-plan to improve the separate industrial district is demanded. And the idea of quasi-industrial complex was launched. In some points it looks supplementary to industrial complex. But the importance of that is very great. This article shows the legal status of quasi-industrial complex, and points out some legal issues in it.
