주택 재개발 사업시 재정착률 제고를 위한 법·제도적 방안 연구 - 부산시를 중심으로 -

The necessity of housing redevelopment is gradually increasing since to build up new towns with low growth of population seems inefficient requiring a lot of social costs in many aspects. This study analyzed problems by researching into the system and condition of Busan metropolitan city and suggested plans for the efficient housing redevelopment. The followings are the improvement measures that were elicited from the results. The cardinal direction of improvement measures of an house redevelopment project is not just to improve poor and deteriorated houses but to approach the project as a social policy which has the aspect of recovery of the city to an ideal state and stabilize housing and life problems of low-income population. The followings are the improvement measures against the factors which delay the project. ① It is simple procedures of the project that we need. To improve the project formalities, the local government will have to be given responsibility and duty for house redevelopment projects to minimize unnecessary intervention from the central government. ② The local government must help to activate inhabitants' meetings for their participation in the project and receive the advice from non-government organizations. In case of Busan, the redevelopment is increasingly important. The problems concerned are emerging in line with the functional and structural changes of the city. Therefore, the solutions shouldn't be approached without considering social, historical, and economic structure of the city. Furthermore, the rearrangement should be recognized as long-term projects which can be continuously improved to adapt to ever-changing circumstances in accordance with the development of Busan city.
