정부조직의 BSC 도입효과와 성공요인에 관한 실증연구

Recent business environment is experiencing various changes. In these environment changes, organizations are concentrating their efforts on introducing new perfor- mance evaluation system to appraise organization performance. As part of these efforts, organizations introduced Balanced Scorecard(stated below as ‘BSC’). Traditional performance evaluation system based on financial perspectiveis a different BSC. BSC give motivation and compensation through the right and fair performance evaluation. The purposes of this study are to test the relation between the BSC introduce and organization performance, to look around the relationship between success factors of BSC and organization performance. In order to do the empirical analysis for hypotheses testing, using survey data from 41 government agencies. The result of analysis are as follows: First, it is consistent with between the BSC’s operation time and the organization performance. In other words the longer operating time, the organization performance is more increased. second, most of BSC success factors develop into a good performance but employees’ participation in the BSC operation don’t increase the organization performance. This study contributes to the BSC research by being the first study to focus on the real performance of government agencies. However a limitation of this study is that my data are not collected all of the samples.
