통신 분야에 있어서 보편적 서비스에 관한 고찰 - 현행법의 개선방안을 중심으로 -

Universal service is the fundamental information telecommunications services to any citizen, anywhere with affordable price. It is nat a fixed conception but a dynamically evolving one. Therefore the universal service in telecommunications sector has developed during recent years. The rapid change of telecommunication technologies and privatization of the telecommunications market have caused some problems being related to universal service. The advancement of telecommunications service and digital divide have forced the government to reconsider the problems of universal service. Before the privatization of KT, it was a major universal service provider and endower for fund to universal service. Due to the privatization of KT, however, the designation of universal service provider became an important issue. In this article, universal service of the telecommunications sector in foreign countries are examined: USA, EU, Great Britain, Japan, Australia, Germany and France. As a result of the foreign case studies, it is supposed the current problems and improvements which include the coverage of universal service and provider of universal service, pricing of implemented services etc.
