해양에너지 개발이용에 관한 법제화연구
A Study on Marine Energy Law in Korea

Considering the skyrocketing oil prices caused by recent political unrest in the oil producing areas and the increasing oil demands from big newly industrialized states such as China and India, countries have been concentrating on renewable energy development. In order to support this policy purpose, most countries including Korea enacted laws on renewable energy development. Korea is not a oil-producing country. So this country has made various efforts to provide support to marine energy development entities. Korea, a peninsular state in the East Asia, has so much potential in marine energy development, but this country has not invested so much on this project. Marine energy development needs some different approach from other renewable energy development, because the marine environment is vulnerable to pollution. Given the situation that Korea has established Ministry of Marine and Ocean Affairs as a separate department, korean government should coordinate the works between relevant departments. These are why Korean government should enact Marine Energy Development Law. Considering the relationship with other laws, this study enumerated the purpose of the law, plans, mechanism, technical support, Marine Energy Center, enterprises, and financial and policy supports.
