IPTV(Internet Protocol Television) 입법을 위한 국회의 역할

With the development of the digital technology and a growing number of networks going broadband, telecommunications and broadcast that existed separately in the past are accelerating conversion thereby bringing down the conventional barriers among contents, network, device and service. In particular, as the distinction between telecommunications and broadcast is becoming vague, what is known as 'telecom-broadcasting convergence's predominately taking place which means, as the name indicates, a convergence among telecommunication, broadcasting network, and the service market. Nevertheless, as the interests among different organizations that are in charge of providing legal and institutional framework are interwined, a proactive response to social changes is hindered and the delay of the IPTV(Internet Protocol Television) service risks undermining industrial competitiveness. Consequently, a special committee at the National Assembly(the Special Committee on Convergence of Broadcasting and Telecommunications) is newly created in order to create a consensus and formulate future policy directions yet even this effort is hindered by political situations presenting a bleak outlook for the future. In this light, this paper looks into the definition of the IPTV, its progress and major issues, and submitted bills with an aim to draw a future outlook while seeking the role of the National Assembly in this matter.
