청소년 비행의 추세분석과 전망

초록
본 논문은 청소년 비행의 추세를 분석하고 전망하기 위해서 공식통계와 청소년패널자료를 분석하였다. 공식통계를 분석함에 있어서 기존의 연령-범죄곡선의 분석외에 연령코호트를 중심으로 청소년의 성장에 따른 범죄율을 살펴보는 새로운 방식을 사용하였으며, 청소년패널자료의 분석에는 잠재성장모형분석방법을 사용하였다. 공식통계에 대한 분석결과 미국의 청소년 폭력범죄는 전반적으로 감소하는 추세를 보이지만 최근 연령코호트일수록 성장함에 따라 폭력범죄율이 증가하는 형태를 보이고, 청소년 재산범죄는 최근 연령코호트일수록 연령의 증가에 따른 범죄율의 뚜렷한 증가나 감소추세 없이 현상을 유지하는 패턴을 보인다. 우리나라의 경우에는 청소년 강력범죄율이 최근 연령코호트로 올수록 급격한 증가세가 뚜렷하게 완화되어서 14세의 수준을 유지하는 형태로 변화되며, 재산범죄율은 15세를 정점으로 감소하는 전형적인 연령-범죄곡선의 형태를 보인다. 강력범죄와 재산범죄의 연령코호트별 성장추세가 몇 년간 안정적인 모습으로 크게 변화하지 않은 점과 성장에 따른 범죄증가율이 뚜렷하게 약화되는 형태로 변화되는 것을 볼 때 앞으로 청소년 비행의 급격한 증가와 같은 변화는 나타날 가능성이 낮다고 전망할 수 있다. 공식통계에서 나타나는 전반적인 비행의 감소와 성장에 따른 범죄율의 감소는 청소년패널조사에 대한 잠재성장모형 분석결과에서도 지지를 받는다. 잠재성장모형 분석결과는 청소년 비행집단이 두가지의 형태로 구분되어 있을 가능성을 보여주며, 우리나라 비행의 감소가 모피트가 말하는 청소년기한정비행자의 비행행동이 빠른 속도로 감소함에서 영향을 받았을 가능성이 보여준다.
Abstract
This paper is aimed to analyse the trends of juvenile delinquency and estimate future trends based on results of current trends analysis. Official crime statistics is used to analyse general trends of delinquency and age-crime curve, and KYPS(Korean Youth Panel Survey) data is used to analyse the trends of self reported delinquency by Latent Growth Curve Model analysis. Recently, youth crime rate in both USA and Korea are decreasing rapidly, but age-crime curve based on crime rate trends by age in a cohort shows different patterns. Violent crime rate trends as youth grow in a cohort in Korea have changed from the pattern to rapid increase to very slow decrease, and property crime rate trends in a cohort show traditional age-crime curve and do not change for last 10 years. Age-crime curve in Korea seems to settle down and consistent for recent several year and this can make an prospect that there will be no sudden increasing in youth crime rate in near future. Analysis of KYPS data using LGM support the results of official crime statistics analysis. Although status offenses are increasing as youth grow, violent and property crime are decreasing. Also, the results shows an evidence to interpret to support the existence of two delinquent group and shaping of age-crime curve may due to the criminal behavior of late starters as Patterson and Moffitt suggested.
