본 논문은 기후변화체제에 대한 이러한 미국의 행동과 정책을 설명하고자 하는 것을 목적으로 하고 있다. 그러한 설명을 통해서 패권국이 어떤 경우에 국제법을 약화시키는 지 분석할 것이다. 본 논문은 미국이 교토의정서로 대표되는 기후변화협약체제를 거절하 고, 약화시키는 방향으로 행동한 이유를 다음과 같이 설명한다. 기후변화에 대응한다는 정책 자체가 어떻게 진행되는가에 따라서 미국에 상당한 비용과 희생을 요구하고 국내적 으로도 이에 영향을 받는 세력들이 강력하게 대응하는 쟁점이기 때문에 미국은 교토의정 서의 내용이 자신이 원하지 않는 방향으로 결정되자 이를 지지하지 않게 되었다. 동시에 지난 수 십 년 동안 미국에서 정당정치의 양극화가 진행되고 2차 대전 후 국제주의적 외 교정책의 기반이 되었던‘초당주의’가 위축되면서 기후변화라는 쟁점이 민주, 공화 사이 에 환경과 경제라는 양자택일적 쟁점이 되었다. 이러한 상황에서 냉전 이후 유일 초강대 국으로서 패권적 지위에서 기인한 일방주의와 연결되어 미국은 자신을 제약한다고 믿는 교토체제, 즉 온실가스 배출의 의무적 감축을 통한 기후변화체제를 거부하였다.
Abstract
The United State weakened Climate Change Regime by rejecting Kyoto Protocol in 2001. Contrary to our conventional belief that international institutions serve the hegemon’s interest which establishes them, the US attenuated the regime by abandoning it. This paper attempts to explain the US policy by suggesting three factors for the US behavior. In addition, the paper attempts to provide hypothesis explaining a hegemon’s behavior weakening international law and institution by generalizing the findings. The three factors are; first, the US believed that the implementation of the Kyoto Protocol would incur unbearable significant costs to itself. Second, the polarization of party politics in the US coupled with climate change interest groups’ position shaped the climate change issue highly partisan way. In 2000, Republican Bush came to power to reject Kyoto Protocol in accordance with republican dominated Congress and business community request. Third, hegemonic position without any meaningful rival after the end of Cold War induced the US to take an unilateral approach in handling international cooperation issues such as climate change matters.
