CAT1) 적용을 통한 전문가집단 활동 및 성과 연구

This study aims to apply and test the Community Assessment Toolkit(CAT) as a method of the assessment of Community of Practice(CoP) to Korean Local Government. This assessment method is unique in that it provides feedback on the overall performance of CoPs on the individual, group and organizational levels. This study tested the construction validity of CAT, and applied to six CoPs in C Local Government. The results show that first, CoP members focus on knowledge sharing, not individual effects. Second, CoP members are usually satisfied with CoP Coordinator's activities, but still expect the CoP's climates to be improved in the close contact with outside-professionals and adjusting activities on the cyberspace. Third, the attention and durability of CEO's support are lower than those of CoP manager. This result suggests that CoP members want to play positive roles in the aspects of CEO's attitude and support to CoPs. Fourth, CoP members are more interested in human-oriented communication tools, such as face-to-face dialogues, than in IT-oriented ones. Fifth, CoP members recognize CoPs' performances in the individual, group and organizational levels, except cost cutting effects of the organization. This proves that CoP performances are not connected directly with the interest of the organization yet. The success of Knowledge Management in the case of C Local Government depends on the CoP's effective performances. Therefore, CoP members' sustaining open attitudes, CoPs' goals connecting organizational strategies, expanding human-oriented communication tools, supporting CoPs' good learning climates, and operating CoP Council can be proposed on the basis of the results of this study. Considering these proposals positively, the managers should stimulate CoP activities, and try to use the results effectively in order to solve various problems and innovate the organization.
