공공서비스 연구동향 분석 - 한국과 미국의 주요 학술지비교(1995-2008) -

본 연구는 1995년부터 2008년 상반기까지 한국행정학보, 한국정책학회보, PAR, JPART 등 4개 학술지에 게재된 논문들을 대상으로 공공서비스 관련 연구경향의 한계와 문제점을 분석하고, 이를 토대로 공공서비스 연구의 활성화를 위한 시사점과 개선방향을 제시하고자 하였다. 이를 위해 연구의 성격, 연구방법, 연구주제, 연구분야 등을 연구경향 분석을 위한 기준으로 설정하고, 공공서비스 관련 연구경향의 특징을 탐색하였다. 아울러 1990년대와 2000년대의 시기적 연구경향 변화 추이와 한국과 미국간 연구경향의 유사점과 차이점을 분석함으로써 향후 한국의 행정학계가 추구해야 할 연구방향을 모색하고자 하였다. 분석결과, 공공서비스 관련 연구가 꾸준히 발전되어 온 것으로 나타났는데, 이는 연구논문의 수가 증가하고 연구분야가 꾸준히 확장되어 온 점을 통해서 확인할 수 있었다. 그러나 연구의 질적 측면에서는 긍정적인 면과 부정적인 면이 혼재되어 있는 것으로 나타났다. 즉, 행정학보와 정책학보, PAR 및 JPART와 같은 유수의 학술지에 게재된 공공서비스 관련 논문이 지속적으로 증가하고 있다는 점은 긍정적이지만, 운영실태 등에 관한 실증연구에 편중되어 이론개발에 관한 연구가 적은 것은 공공서비스 관련 연구의 균형있는 발전을 저해할 수 있는 것이다. 이러한 문제점을 개선하기 위해서는 연구의 질을 도외시한 채 논문의 수만을 중시하는 학계의 분위기를 근본적으로 쇄신해야 할 것으로 보인다. 보다 직접적으로 적어도 공공서비스 관련 연구에 관한 한, 계량적 방법에 경도되어 운영적 연구에 치중하여 이론개발에 소홀히 하는 한국행정학보의 편집방향을 개선해야 할 것으로 보인다. 한국행정학회의 이러한 노력은 행정학 및 정책학 분야의 여타 학술지들이 각자의 정체성을 확보하기 위한 계기가 될 수 있을 것으로 기대된다.
Abstract
This paper analyzes the limitations of the public service studies with exploring the articles of two domestic, Korean Review of Public Administration, Korean Journal of Public Policy, and two foreign journals, PAR, and JPART, during the 1995-2008 period. Based on the analysis, this paper suggests several implications for the study of public services. The distinctive features of public service studies are investigated with the criteria of the attributes, methods, topics and research areas for the analysis. Further, this paper searches for the direction that Korean academics of public administration should pursue, with observing the research trends of 1990s and 2000s as well as of Korea and America. We conclude that Korean public service studies have been quantitatively advanced for a certainty, from the views of the heightened number of journal papers and widened research area. Qualitatively, however, the studies have been severely restricted to the empirical examinations, and theoretical development has been totally disregarded. To make up the failings, it is necessary for Korean Association of Public Administration to have one eye on the theoretical developments, not only on empirical investigation. Moreover, the effort may make for positive effects for other public administration journals to clarify their own identities.
