대학의 지식재산경영활동이 기술이전 성과에 미치는 영향에 관한 실증 연구

본 연구는 대학의 지식재산경영활동이 기술이전성과에 유의적인 영향을 미치는가를 분석한 연구이다. 이를 위해 표본을 Negative Binomial Regression(음이항회귀분석)방법을 사용하였다. 연구결과는 다음과 같다. 첫째 전략 요인에 있어 최고경영자(CEO)의 지원은 기술이전 성과 향상에 영향을 미치나 전략과 목표 수립은 영향을 주지 않는 것으로 나타났다. 둘째 조직화․제도화 요인은 기술이전 전담조직의 규모 및 전문성은 기술이전 성과 향상에 유의적 정(+)의 영향을 미치는 것으로 나타났으나 연구 개발자 및 기술이전 기여자에 대한 수입 배분율은 기술이전 성과에 유의적 부(-)의 영향을 주는 것으로 나타났다. 셋째 마케팅 활동 요인은 기술마케팅 활동에 있어서 기술이전 홍보활동 수준, 기술이전에 기술거래 전문기관 활용 수준, 온라인 기술거래 시스템 활용 수준은 기술이전 성과에 유의적 정(+)의 영향을 미치는 것으로 나타났으나 기술이전 설명회는 기술이전 성과에 유의적 부(-)의 영향을 주는 것으로 나타났다. 넷째 연구개발 성과의 기술적․경제적 가치를 높이기 위한 활동 요인은 기술성 평가와 시장성 평가를 광범위하게 수행할수록 기술이전 성과가 향상되는 것으로 나타났으나 선행기술조사를 많이 할수록 기술이전 성과에 유의적 부(-)의 영향을 주는 것으로 나타났다. 또한 국․공립대학의 기술이전 성과가 사립대학의 기술이전 성과보다 높은 것으로 나타났다.
Abstract
This study analyzed whether research and development of technology transfer activities has a meaningful effect on technology transfer performance using Negative Binomial Regression as a model. This study comprehensively analyzed different factors such as IPR and its system, technology transfer marketing activities, technological and economic value enhancing activities of research development results, and the comparison between private and public universities and their effect on universities’ technology transfer performance. Moreover, in comparison to previous studies which focused on limited factors, this study included all the variables necessary for technology transfer in the university and attempted to do comprehensive analysis. The results show that the industrial, technological, utilization of specialized agency and the motivation of the agency’s head are the four factors which significantly affect in enhancing technology transfer performance. The analysis of the factors indicate that first, the support from CEO positively affects the enhancement of technology transfer whereas dividing income among research developers and technology transfer contributors deemed yielding negative effect. Secondly, forming a hierarchy and system in technology transfer yielded positively enhancing effect on specialized and role-defined technology transfer organization, while dividing income among research developers and technology transfer contributors yielded negative effect on technology transfer performance. Thirdly, the marketing activity factor resulted enhancing technology transfer performance in technology marketing activities, promotion of technology transfer, utilization of its organizations and online system whereas technology transfer conference caused negative effects on technology transfer performance. Lastly, activities to enhance the technological and economic value of research and development along with extensive evaluation of its technological and market value improved technology transfer performance whereas pre-examination of technology negatively affects technology transfer performance. Moreover, the technology transfer performance of public university was higher than the performance of private universities.
