우리나라 환경영향평가제도의 문제점 및 개선방안에 관한 소고 - 공학적 관점에서의 검토 -

This study has proposed to improve a system which the environmental impact assessment system has unreliable of a document of environmental impact assessment making process after reviewing it from an engineer's viewpoint. In order to improve and solve the confliction between prior environmental review system and environmental impact assessment system, 「Environmental Impact Assessment Act」 is being reviewed. However, to solve the fundamental problems is still a matter of debate. In order to overcome these prior problems and to perform an effective environmental impact assessment, the impact assessment document should be proposed by the third organization; electronic tendering process should be introduced by the third organization; methods of the public relations should be changed by demanders' point of view through improvement of public participation procedure; strength of post-environmental impact assessment should be guaranteed by complements of the system; it is necessary to see where the responsibility lies when the document of environmental impact assessment is unreliable; introduction of negative list system which uses screening procedure should be necessary; and rights and interests protection for environment victims should be required by enforcement of environmental class action. Most of all, when the document of environmental impact assessment was proposed, people who are involved in companies, assessment agents, community residents, environmental pressure groups, administrations, and academies should make efforts to improve the effectiveness of the environmental impact assessment system through reasonable and rational communications.
