유럽통합 지지에서의 국내정치적 요인의 중요성 : 프랑스 사회당내 분열과 유럽헌법안 부결을 중심으로
The Role of Domestic Political Factors in Public Support for European Integration: Impact of the French Socialist Party's Dissent on the French Rejection of the European Constitution

최근 들어 유럽통합에 있어 유럽시민들의 지지가 중요해짐에 따라 유럽에 대한 지지 양태를 분석한 연구가 눈에 띄게 늘고 있다. 이러한 여러 연구들은 유럽시민들의 유럽에 대한 태도를 경제적 요인, 정체성 관련 요인, 정치적 요인 등 크게 세 가지 정도로 설명하고 있다. 본 연구는 이러한 여러 요인 중 2005년 프랑스의 유럽헌법안 관련 국민투표 당시 나타난 프랑스인들의 유럽 사안에 대한 지지 변화를 가장 잘 설명해줄 수 있는 요인을 찾기 위한 것이다. 당시 초기에는 프랑스인들이 유럽헌법안에 높은 지지를 보였으나 국민투표 실시를 두 달 여 앞둔 시점부터 상황이 역전되어 결국 유럽헌법안이 부결되는 사태에 이르게 되었다. 2005년 프랑스 국민투표를 분석한 결과 경제적 요인이나 정체성 관련 요인은 당시 프랑스인들의 유럽헌법안에 대한 반대 태도를 잘 설명하지 못하는 것으로 나타났다. 반면, 당시 사회당 내 분열이 프랑스 유권자들의 유럽헌법안 부결에 결정적인 요인으로 작용한 것으로 드러났다. 즉, 2005년 프랑스 유권자들의 유럽 사안에 대한 태도에는 국내정치적 요인이 강하게 작용한 것을 알 수 있다. 결론적으로 유럽시민의 유럽 사안에 대한 지지에 있어 아직도 유럽적 요인보다는 국내정치적 요인이 강하게 작용하고 있다고 하겠다.
Abstract
The public support for European integration has grown in importance in the process of European integration to such a degree that many scholars attempt to explain it. Much of the literature on public support for European integration focus mainly on economic calculations, identity explanations and political considerations. This article evaluates the relevance of these three theories in order to explain the French rejection of European Constitutional Treaty(ECT) in 2005 French referendum. The analysis of 2005 French referendum result shows that neither economic calculations nor identity factor explain the French voters' rejection, but that the Socialist Party(PS)'s intra-party dissent played the most important role in 2005 French referendum result. This is to say that domestic political factors determined in large part French public attitude to European issue in 2005 French referendum. From this analysis of the French case, I argue that public support for European integration depends strongly on domestic political factor.
