공무원 연금제도의 일시금/연금 선택옵션의 가치산정

현행 공무원연금제도하에서 20년 이상 가입자에게는 연금과 일시금 둘 중 하나를 선택할 수 있는 선택권이 있음은 주지의 사실이다. 그런데 일시금 아닌 연금에 대한 선호현상이 1982년 이후 지속되어왔고 2005년 이후는 93%를 초과하는 상태라고 하는 것이 이미 잘 알려져 있음에도 불구하고 이에 대해 그 동안 심도 있는 평가가 이루어지지 않았다. 본 논문은 이러한 연금과 일시금의 선택권이 가지고 있는 경제적 가치를 확률적(stochastic) 이자율에 바탕을 둔 옵션가격결정방식(option pricing model)에 의해 산출하였다. 연구결과 옵션가치는 일시금 100원 기준 200원 에서 211원의 가치에 이르는 것으로 나타났으며 데이터가 존재하는 영국의 개인연금상품에 비해 남자의 경우 약 9-10배, 여자의 경우 10-11배 가까이 높다는 사실을 보여주었다. 이처럼 높은 일시금/연금 선택권의 가치는 일시금과 연금가치의 과도한 괴리를 나타내는 것으로서 여러 가지 문제점을 낳게 된다. 예를 들어 일시금 수령자에 대한 차별현상, 연금에의 쏠림 현상으로 말미암은 공무원연금공단의 운영비용 상승, 일시금에 대한 편중유도로 선택권 자체가 가지고 있는 효용성 제거 등이 대표적인 것들이다. 따라서 향후 공무원연금제도의 개정과 연금보험료의 책정시 이러한 옵션가치에 대한 고려가 반드시 있어야 할 것이다.
Abstract
When a government employee is entitled to the pension benefits of the Government Employees Pension Plan, he/she may choose one of the alternative forms of payment: lump-sum or annuity. Since 1982, choice of annuity has been an increasing trend and the percentage of the pension recipients has reached 93% in 2005. The purpose of this paper is to provide some bases for the evaluation of the option between the two alternative payments. As it is, the value of the option is one of the major factors in calculating the fair premium of the pension system and it is directly related to the problem of financial inadequacy of the pension system. Using Black(1976)’s option pricing model based on stochastic interest rate, this paper found that imbalance between the two ways of payments in terms of option value is substantial. To be specific, assuming that the worth of lump-sum payment is 100won, the value of the options was found to be as much as 200-211won. This figure is 9-10 times (in case of male) higher than the value of the same option found in British annuity products.
