The origin of the welfare states-the base for the discussion on the reform of the welfare states The welfare states had to adjust themselves to the changing circumstances in the political, socio-economic sphere and structure of the population. The welfare states have developed more or less in 1950s and 60s. The mankind began to discuss on the limits of the welfare states in the 70s. The welfare states encountered the necessity of the reform from 1990s. This process of the adjustment was mostly on the path of the system that had been shaped in the era of the formation of the welfare states. The inertia of the institution is one of the reason for that. And the institution itself has established the subjective trust of the individuals which should be protected, politically as well as constitutionally. This article has the object; to explain the origin of the welfare states, and to give the basic discussion point to speculate on reform of the welfare states. The social problem ist specified in three; poverty, worker, social equality. It is followed by the various factors which dominated in the formation and development of the welfare states. They are; the range and intensity of the welfare policy, functional interaction of the economic and social policy, political power and governance, normative or institutional approach.
