한국 음식료품산업의 부문 별 성장요인 추정
Estimation of contributors and hindrances to growth for Korean industries of food products and beverages by sub-sector

본 연구는 한국 음식료품산업의 부문 별 성장주도요인과 성장저해요인을 규명하기 위해 산업 부문 별로 1991-2005년 사업체 패널데이터를 확률적 경계생산함수에 적용하여 총 요소생산성증가와 이의 기여요인인 기술진보, 기술적 효율성, 규모의 효과, 배분효율성 등을 추정하였다. 실증분석 결과, 지난 1991-2005년 간 음식료품산업의 기술적 효율성 수준은 매우 저조하며 기술적 효율성과 배분효율성이 지속적으로 악화되어 총 요소생산성증가를 저해하고 있다. 식료품산업 열두 개 부문 가운데 아홉 개 부문에서 규모의 효과가 악화되었으나 아홉 개 부문에서는 기술진보가 증대하는 추세이며 결국 기술진보가 총 요소생산성증가를 이끌고 있다. 알콜성 음료산업은 미약하게 규모의 효과가 개선되었으나 기술진보가 총 요소생산성증가를 결정적으로 이끌고 있다. 비알콜성 음료산업은 뚜렷한 기술진보에도 불구하고 기술적 효율성, 배분효율성, 그리고 규모의 효과까지 동시에 악화됨으로써 총 요소생산성증가를 저해하고 있다. 따라서 한·미 FTA (Free Trade Agreement)의 발효를 앞두고 있는 현 시점에서 우리 음식료품 산업의 성장과 글로벌 경쟁력 강화를 위해서는 음식료품 산업의 부문 별 성장주도요인과 성장저해요인에 대한 분석결과를 기초로 부문 별 성장 특성화 전략을 수립해야 할 것이다.
Abstract
This paper applies a stochastic frontier production model to Korean industries of food and beverage production by sub-sector, based on micro-level establishment data from 1991-2005, in order to examine the contributors and hindrances to their growth. The sources of total factor productivity (TFP) growth are broken downinto technical progress, changes in technical efficiency, scale effects and changes in allocative efficiency. The empirical results show that technical efficiency levels of industries of food and beverage production were significantly low and technical efficiency and the allocative efficiency thereof had deteriorated, and that retarded TFP growth. Nine out of twelve sub-sectors for food products industry showed negative scale effects, however nine sub-sectors accomplished technical progress at a increasing rate which led TFP growth. Manufacture of alcoholic beverages attained meager positive scale effects, but actually technical progress led TFP growth. Manufacture of non-alcoholic beverages accomplished high technical progress, however simultaneous deterioration of technical efficiency and allocative efficiency, and scale effects hindered TFP growth. This study suggests that specific policy guidelines in regards to technical progress together with technical efficiency, allocative efficiency, and scale effects enhancing productivity growth are required to promote the global competitiveness of the Korean industries of food and beverage production.
