유해환경으로부터 청소년을 보호하기 위한 법적규제에 관한 연구: 일본 동경도 청소년건전육성조례를 중심으로

During the current period of transition from industrial society to knowledge information society, the influence of social environment is growing stronger while the roles of home and school are shrinking. As a result, adolescents are exposed more to harmful social environment and consequent adverse effects are increasingly serious. In particular, it is urgently required to protect adolescents from harmful environment such as obscenity and violence aggravating day by day along with open atmosphere. The common causes of juvenile delinquencies have been discussed extensively in connection to family, school, social environment, etc. Among them, changes in social environment are considered to have a huge impact on juvenile delinquencies. Accordingly, in order to reduce juvenile delinquencies, we need to grasp accurately the current state of harmful environments causing delinquencies and to suggest appropriate measures. Thus, this study purposed to analyze youth protection policies (Ordinance for Adolescents’ Healthy Growth) in Tokyo, Japan, which have been developed continuously in order to cope with changes in harmful environment, and to suggest directions for related policies in Korea.
