새터민 청소년에 대한 법교육 : 성과와 과제

이 글은 새터민 청소년에 대한 법교육 실시 과정과 그 결과를 정리하여 향후 이루어질 새터민 청소년 대상 법교육의 방향을 보다 분명히 제시하기 위해 작성되었다. 필자는 2007년 8 월부터 12월 사이에 두 곳의 새터민 청소년 대상 대안학교에서 이들을 대상으로 한 법교육을 실시하였다. A학교에서는 강의식 교육을, B학교에서는 활동중심의 교육(모의재판)을 실시하였다. 두 곳에서 이루어진 법교육 모두 새터민 청소년의 법태도에 긍정적인 영향을 미쳤다. 특히 통계적으로 유의한 차이를 보인 부분은 A학교의 경우 법지식, B학교의 경우 법 사용의사였다. 즉, A학교 학생들은 법교육 이후 법지식의 정도가 높아졌고, B학교 학생들은 법을 적극적으로 사용하고자 하는 의지가 법교육 이전보다 높게 나타났다. 두 학교 학생 모두법교육이 도움이 되었다고 응답하는 경향이 높게 나타났으나, 이에 비해 교육 내용이 쉽지는 않았던 것으로 파악되었다. 새터민 청소년 대상 법교육이 보다 효과적으로 이루어지기위해서는 이들의 경험을 반영한 교재 개발, 관련 교과에 대한 기초지식 함양 등이 선결되어야할 것이다.
Abstract
This article is about my experience of law-related education(LRE) for adolescents from North Korea(ANK). I performed LRE from Aug. to Dec.,2007 in two alternative schools for ANK. I taught them laws which are related to everyday life, but I focused more on lecture in A school, while I focused more on student’s performance, especially a mock trial in B school. Both of them were effective in changing ANK’s attitude toward law more positively. Especially the part where a statistically meaningful change occurred was in knowledge about law in A school and in willing to use laws in B school. So to speak, the students of A school came to know more about law after the LRE(lecture), the students of B school were more willing to use laws after the LRE(mock trial). Most ANK responded that LRE was very helpful for their living in South Korea, but they answered LRE was difficult for them. For a more effective LRE for ANK, it is necessary to develop culturally responsive textbook for them and give them basic knowledge about South Korean society through social studies education.
