고령인구의 고용가능성 제고를 위한 미국의 인적자원정책 사례 분석

본 연구에서는 한국 인구구조의 고령화에 대한 적극적 대안으로서 증가 일로에 있는 고령 인구를 적절하게 개발하고 활용하는 방안을 강구하기 위해 한국보다 먼저 고령화를 경험한 미국의 인적자원정책 사례를 분석하였다. 미국의 인적자원정책을 분석 대상으로 삼은 주된 이유는 고령인구의 고용가능성을 제고하였기 때문이다. 미국 정부의 인적자원정책의 특징은 첫째, 고령인구의 고용가능성 제고라는 과제를 개인적 책임으로 국한시키지 않고 국가적 수 준에서 해결점을 모색해야 할 대상으로 간주하고 있다. 둘째, 과제에 대한 접근 방식에 있어 서 선언적․규범적 수준에 머무르지 않고 구체적인 실천 방안이 제안되어 추진되고 있다. 셋 째, 중앙정부, 지방정부 등 활동 주체 간 협력을 통한 능률적 통합을 강조하면서 동시에 지 방분권화 및 권한 위임에 의한 자율성을 확대함으로써 고령인구의 다양한 요구에 적절하게 대응할 수 있도록 하고 있다. 넷째, 취약계층에 속한 고령인구에 대한 지원이 단순히 복지적 지원에 머무르지 않고 그들의 능력개발을 중심으로 한 고용가능성 증진을 도모함으로써 자 립할 수 있도록 지원하는 방향으로 향하고 있다는 점이다. 이러한 미국 정부의 인적자원정책 분석결과를 토대로 한국에의 시사점을 도출하였다.
Abstract
This study aims to get some policy implications for the Republic of Korea to find an alternative measures not only to develop but also to utilize the elderly by analyzing the human resource policies of the United States of America that has experienced in this regards prior to Korea. The main reason why the US case was chosen to study was it was effective approach to boost employability for the elderly. Four distinct characteristics of the US human resource policies are found as follows. First, the government should play a key role to help for the elderly to get a job, even though individual people is responsible for getting a work. Second, they do have a specific action plan to help people to sharpen the elderly's competence and employability. Third, collaboration between federal government, state government and local government is very active to meet a variety of needs. Fourth, the government is trying to make the underprivileged elderly socially independent by boosting their employability beyond the level of welfare services. Based on these findings, some applications are recommended for Korean human resource policy makers.
