고등교육 경쟁력 지표 개발 연구: 세계대학 경쟁력 지표의 비교 및 시사점

초록
본 연구는 고등교육 경쟁력 지표개발을 위하여 주요 세계 대학 경쟁력 지표들을 비교 분 석하고 그 시사점을 제안하는데 그 목적이 있다. 이를 위하여 본 연구에서는 IMD, The Times, 상해교통대학, Newsweek 등 현재 주요 기관에서 발표되고 있는 세계대학순위의 주 요 특징과 문제점을 분석하였고, 이를 바탕으로 국제적으로 통용가능한 고등교육 경쟁력 지 표의 개발과 설계에 주는 시사점을 도출하였다. 세계대학 경쟁력 지표의 비교분석 결과, 각 지표들은 평가목적의 측면에서 대학 경쟁력의 개념을 분명히 밝히지 않고 있다는 점, 평가지표 구성의 측면에서 타당성과 신뢰성이 결여되 어 있다는 점, 그리고 평가방법의 측면에서 절대평가 방식 위주와 정성자료의 높은 비중, 가 중치 부여의 타당성 결여 등의 문제점이 지적되었다. 분석결과를 바탕으로 고등교육 경쟁력 지표개발을 위해 요구되는 시사점은 다음과 같이 제안하였다. ① 고등교육 경쟁력 지표는 분명한 평가의 목적을 명시해야 한다. ② 지표의 구 성이 체계적이고 종합적으로 설계되어야 한다. ③ 방법론의 측면에서 절대평가와 상대평가의 요소들을 상호보완적으로 고려해야 한다. ④ 평가결과의 활용성을 높이기 위해 순위뿐만 아 니라 항목별 점수로 함께 제시하는 방식을 고려해야 한다
Abstract
The purpose of this study is to analyze major world university ranking systems, and explore the implication for developing indicators of competitiveness in Higher education. We analyzed 4 major world university ranking systems(IMD, The Times, Shanghai Jiao Tong Univ., Newsweek) and drew some problems of the ranking systems as follow; ① the ranking systems didn't clarify the purpose of the evaluation and the concept of university competitiveness, ② the ranking systems didn't meet the validity and reliability in the design of indicator, and ③ the ranking systems immoderately gave weight to absolute scale, qualitative data, and weight rate in the methods of evaluation We suggested some implications for developing indicators of competitiveness in higher education as follows. we should ① make a clear purpose of ranking systems in higher education, ② design the structure of indicators systematically and synthetically, ③ consider complementarily the absolute scale and curve scale in the design of indicators, and ④ present the results of evaluation scores as well as rankings for utilization
