국가인적자원개발에 관한 언론의 관점(2000년~2007년)

National human resource development(NHRD) is the most fundamental subject of policy-making which enhances national competitiveness and people's quality of life. News media function to create public opinions and to provide the public sphere for social discourse. In this regard, the following questions were developed. First, what is the attitude of news media toward HRD? Second, what is an important agenda of NHRD in terms of news media? Third, who is the information source that has an influence upon activating discussion on NHRD? And do news media deal with a variety of voices on a balanced perspective? And fourth, what is the difference between governmental perspectives and news media coverage on NHRD? The research subjects were HRD-related articles covered by Chosun Ilbo, the JoongAng Ilbo and the Dong-A Ilbo over the period from 2000 to 2007. The main findings are as follows: First, news media carry out the function of dealing with the articles of HRD but are insufficient in the function for shaping social consensus. Second, the agenda-setting on HRD overly tends to incline toward school education, legal system maintenance and political infrastructure creation. Third, news media mainly depend upon central government's news sources for their articles on HRD. Fourth, there is correspondence between press release and articles. Press release frequently uses such terms as 'excellent', 'carrying out' and 'project', whereas news media articles frequently use such terms as 'university' and 'business corporation'.
