연구기반 스핀오프 성장의 결정요인에 관한 연구: 대덕연구단지 연구원출신 창업기업의 성장요인을 중심으로

본 연구는 이론적 측면에서 연구기반 스핀오프의 성장의 결정요인을 분석하고, 정책적 측면에서 정부의 기술개발지원자금제도의 개선 등 연구기반 스핀오프의 성장을 위한 시사점을 제시하고자 하였다. 이를 위해 대덕연구단지 연구원출신 창업기업들을 대상으로 성장요인을 분석하였다. 통계분석 결과, 최근 3년간 평균 매출액과 관련하여, 기술수준중에서 세계최초 기술수준, 정보통신하드웨어 업종, 입지만이 종속변수인 최근 3년간 평균 매출액에 유의적인 영향을 미치고 있는 것으로 나타났다. 최근 3년간 평균 고용규모와 관련하여, 기술수준, 업종, 입지만이 종속변수인 최근 3년간 평균 고용규모에 유의적인 영향을 미치고 있는 것으로 나타났다. 반면에 정부의 기술개발지원자금을 받은 기업들을 대상으로 사례분석을 실시한 결과, 기업의 성장에 시기별, 업종별로 미치는 영향이 차이가 나지만 모두 공통적으로 초기성장에 중요한 영향을 미치고 있다는 점과 기술주기상 성과가 장기적으로 산출되는 생명공학 업종의 성장에 중요한 요인임을 알 수 있었다. 이에 따라 본 연구에서는 정책적 시사점으로 정부는 기술개발지원자금을 지속적으로 지원하고 지적재산권 보호 강화 등 제도적 환경의 구축과 기술시장의 성숙도를 제고하는 방안이 필요하고, 정보의 비대칭성 문제를 해소하고 기술개발지원자금이 기업의 성장에 제대로 활용되도록 하기 위해서는 지원대상기업에 대한 선별작업이나 사후관리가 제대로 이루어지기 위해 필요한 정보의 비대칭성 문제를 해소할 수 있는 기제를 마련하는 것이 필요하며, 연구원들의 경영마인드를 제고할 수 있는 방안이 필요하다는 점을 제시하였다.
Abstract
This paper aims to investigate the determinants of growth in research-based spin-offs and to contribute to the empirical studies on spin-off growth models and the improvement of government-funded support system. This study assumes that as hypothesis, technology capability, type of industry, location, industry-specific experience and growth of industry, government-funded support will make important factors in fostering research-based spin-offs. As a result of the analysis, the conclusion is derived that technology capability, type of industry, location are important factors in fostering spin-offs. But the result of case studies concerning companies which were supported by government, shows that government support is important factor in fostering spin-offs although there is some difterence among spin-offs according to the type and technology cycle of firm. Therefore, continuous government support must be needed and given discriminatively according to the type and technology cycle of firm.
