One of the biggest problem concerning the credit card interchange fee of merchants in Korea is that Korean merchants are forced to become a member of credit cards association and be paid with credit cards instead of cash by Korean government. In this situation, negotiating power of the merchants is constrained and government's taxation support is not that helpful. Therefore, Korean government should abolish the no-surcharge rule and give an organization representing the retail dealers the power to negotiate with card companies. In addition, Korean financial authorities can suggest the proper line of credit card interchange fee and Korean Fair Trade Commission is required to intervene in these days' credit card interchange fee problems more actively.
