지역사회서비스투자사업(CSI)에서 분권형 정부간 관계에 대한 탐색적 연구 - 지방자치단체 담당자의 인식조사를 중심으로 -

이 논문은 사회투자정책의 일환으로 2007년 보건복지부에 의하여 도입된 지역사회서비스투자사업을 실제 수행하고 있는 지방자치단체 담당 공무원의 인식조사를 토대로 지역사회서비스투자사업이 구현하고 있는 분권형 정부간 복지관계의 운영현황을 탐색적 수준에서 진단하고 발전방안을 모색하고자 하였다. 지역사회서비스투자정책에서 분권형 정부간 관계의 핵심은 바로 지방정부의 재량과 자율성(중앙정부에 대비한)과 자율성에 걸맞는 책임성을 어떻게 조화시킬 것인가에 있다. 인식조사에 대한 분석결과를 토대로 분권형 사회서비스투자사업으로 인해 확보된 지방자치단체의 권한과 정책재량의 효율화를 위한 구체적인 개선방안으로 몇 가지를 제시하였다. 첫째, 지역사회서비스 투자사업의 추진에서 지방자치단체의 역량의 강화가 필요하다. 둘째, 지방자치단체의 정책역량을 강화하기 위한 지역사회서비스투자사업의 자문기관과 전문기관을 확보하는 것이 필요하다. 셋째, 사업의 성과관리를 위한 정보관리체계의 구축이 필요하다. 넷째, 중앙정부는 지역사회서비스투자사업의 통제기준을 명확히 제시하여야 한다.
Abstract
This study examines the reality of decentralized intergovernmental welfare- relationship of community social service investment(CSI) which implemented at 2007 as a social investment policy based on the questionnaire to the local bureaucrat who are incumbent. The core of decentralized intergovernmental relationship in welfare policy is to harmonize the autonomy and accountability of local government, so the questionnaire to the bureaucrat is organized based on two concept. Based on the result this study proposes several implications to make CSI effective. First, strengthening the capacity of local government to implement CSI autonomously. Second, ensuring some organizations which can help local government to develop and manage CSI projects. Third, building the information management system on CSI for performance management. Forth, making and presenting standard which is used to control CSI by central government.
