지방정부의 통합에 따른 규모경제효과와 적정규모 분석

현재 정부와 정치권에서는 지방행정체제 개편에 관한 논의가 그 어느 때보다 활발히 추진되고 있다. 행정구역 개편에 있어서는 많은 이견을 보이고 있지만 그 논의의 근간은 지방정부의 규모에 있다. 그러나 지방정부에서 가장 효율적인 적정규모가 얼마가 되어야 한다는 행정구역개편의 기본논의의 근간이 되는 경제학적 접근에서의 논의는 미미한 편이다. 그래서 이 논문은 지방정부의 공공재공급비용과 지방정부의 인구규모간의 관계를 분석해서 규모의 경제가 존재함을 실증분석을 통해 확인하고, 공공재공급에 있어서 지방정부의 평균비용이 최저점이 되는 최소효율규모를 분석하여 지방정부의 적정규모를 확인함으로써 앞으로 있을 통합 시 지방정부의 규모를 논하는데 있어 기본근거를 제공할 수 있을 것이다. 더욱이 이미 1990년대에 일부지역의 통합을 경험한 우리나라의 경우에 있어서 통합지역을 비통합지역과 비교하여 분석한 점은 행정구역개편에 있어서 중요한 사례가 될 것이며, 더 나아가 통합지역의 비용구조를 통합전과 통합후를 비교하여 분석한 점은 행정구역 개편을 논의하는데 있어서 근거를 제공할 수 있을 것이다.
Abstract
A growing number of research has examined reorganization of administrative zones, focusing on optimal size of municipality. However, little light has been shed on the economic approach that analyzes the efficient size of municipality in expenditure. This paper investigates the relationship between supply costs of public goods and population size at local government level and shows whether there exists economics of scale effect through empirical analysis. The optimal population size of municipality is identified by examining MES(Minimum Efficient Size of Population), in which the average supply costs are minimized. The findings of this paper might provide basic grounds for optimal population size in future governmental consolidation in Korea. The comparison between consolidated areas and unconsolidated areas can provide implications for reorganization of administrative zones. Also, the analysis on the cost structure of consolidated areas before and after the consolidation suggests the ground for reorganization of administrative zones.
