한국과 일본의 문화정책에 관한 연혁적 비교

초록
문화예술진흥법과 동시행령의 실시 그리고 최근의 개정은 ‘문화’라고 하는 영역이 새로운 국가의 산업이 되고, 그 지원과 육성이 국부와 직결된다고 하는 새로운 자각에 연유한 것임에 틀림 없으며, 이는 후술하는 세계문화정책의 연혁을 통해서도 확연히 드러나고 있다. 더욱이 최근에는 문화정책이나 아트 매니지먼트와 같은 용어들이 일반화되면서 문화정책에 관한 관심이 증폭되고 있다. 따라서 문화정책의 의의나 세계문화정책을 이웃나라 일본의 그것과 비교해 보는 것도 우리 문화정책에 큰 시사를 줄 것으로 생각한다. 문화 정책이란 문화가 존재해야 할 모습이나 방향을 결정하는 것이 아니라 다양한 문화 행정에 관련된 주체인 국가나 지방 자치체와 같은 관공서뿐만 아니라, 일반 시민이나 기업, 그리고 무엇보다도 다양한 문화적 성과를 낳고 있는 예술가나 예술 단체, 또 그것을 지지하고 그 성과에 많은 사람들이 접할 기회를 보장해 가는 문화 시설이나 문화 단체, 문화 산업 등의 활동을 보장하고, 그러한 성과를 사회가 어떻게 받아들여 모두의 것으로 향유하며, 차세대에게 남겨 줄 것인지에 관한 합의 형성의 구조를 명확히 해 나가는 것이라고 해야 할 것이다. 이 글에서는 한국과 서구 및 일본의 문화정책의 연혁을 비교함으로써 한국 문화정책의 특징과 향후의 과제를 제시하였다.
Abstract
The purpose of this study is to look at the development of Korean cultural policy by way of comparaing with history of Japanese cultural policy, and present their characteristics appearing in the course of the implementation of the policy. With regard to the development of cultural policy of two nations, the author could be divided their history into three stages. In Japan, the first stage is pre-Meiji, the second is pre- World War Ⅱ, and the last is post- World War. And there are three stages in Korean cultural policy. The first is in 1960s~1970s, the second is in 1980s~1990s and the third is post-1990s. The author exmined the similarities of the cultural policy between the two nations. So, there are some characteristics in Korean cultural policy. Firstly, Conversion of understanding on cultural policy which convert as a tool of preserving political system and justifiability. Secondly, Conversion of the viewpoint of Culture which is not consumption but product. Thirdly, Conversion of the recognition on Culture which is not special things for an elite group but general things for All. Fourth, rising the notion of right of Culture or Cultural Welfare by recognizing Culture as a way of life. And lastly, enlarging the role of local governments for cultural policy.
