BSC를 적용한 국가연구개발사업의 유형별 분류와 지표체계

초록
최근 국가연구개발투자에 대한 정당성 확보와 투자효율성 제고에 대한 요구가 증대되고 있다. 투자효율성을 측정함에 있어 경제적 효율성은 측정시기와 방법상의 문제로 인해 측정이 어려우므로 타당성과 적용가능성 측면에서 우수한 지표를 활용한 방법을 통하여 효율성을 측정하는 것이 현실적 의미를 가질 수 있을 것으로 판단된다. 지표를 통한 연구개발의 효율성을 측정하기 위해서는 투입 및 산출지표에 대한 검토가 이루어져야 한다. 하지만 사업의 목적과 성격이 다양함에 따라 지표의 선정에 앞서 국가연구개발사업의 특성을 반영한 유형별 분류가 선행되어야 할 것이다. 이에 본 연구에서는 BSC가 국가연구개발사업의 유형별 분류에 적용될 수 있는지에 대한 논리적 타당성을 검토하고 적용하였다. 그 과정을 보면 인과관계를 바탕으로 한 전략체계도를 중심으로 국가연구개발사업을 7가지 유형으로 구분하고, 각 사업유형에 대한 지표를 선정하였다. 국가연구개발사업을 유형별로 분류하고 각각의 유형에 맞는 지표를 선정함에 있어 인과관계를 기본으로 하는 BSC적 접근법을 사용하였다는 것에서 본 연구의 의의를 찾을 수 있을 것이다.
Abstract
In spite of, R&D investments has been increased continuously, national policy makers have realized that R&D investment efficiency has not been high. Therefore, R&D investment efficiency has been very important issue in recently and measured by several methods. Especially, performance indicators play a very important role in measuring the R&D efficiency, because performance indicators have a merit in utility, comparability, measuring. National R&D is a complex task as it requires a fair multiple output measurement that matches with the multiple objectives of each R&D projects and also could provide the correct. So, the purpose of this paper is to an provide the base of the R&D performance evaluation indicator selection for the matches with the multiple objectives of each national R&D business. To achieve the this purpose, We applied BSC for the classified the national R&D business. Because, BSC’s multi-dimensional measures can capture the multi-objectives and are able to give complete and relevant information to the management. In conclusion, We classified 7 categories in national R&D business by BSC approach method(strategy map, perspective, critical successful factor) and selected indicators in separately categories. This research provide that national R&D business is necessary to measuring the achievement of the goals, outputs, outcomes and impacts by the multi-dimensional performance indicator using the BSC.
