재활용특화단지 조성을 위한 자원의 절약과 재활용 촉진에 관한 법률의 개정 방향

The companies of waste plastics and construction and demolition debris have a concern on constructing a specified recycling complex and have an intention to move in when constructing. Although the basic law for constructing this complex is the law of saving of resources and recycling promotion, the procedure to construct national industrial complex or local industrial complex of the industrial sites and development act is applied. This leads to many difficulties of cost and time consumption. The concept of specified recycling complex is applied to solve these problems. In order to construct and to manage the specified recycling complex, article 34 of the law of saving of resources and recycling promotion should be amended. For this, many complexes of other governmental departments are benchmarked such as cultural industrial complex, cooperation complex and knowledge-based industrial cluster. When amending article 34 of the law, the definition and construction process are determined such as establishment and notice of construction plan, the approval of enforcement plan and the approval of completion of construction work. Also, for speedy process, the restrictions generating form the relation of other laws should be applied correspondingly and the supporting particulars should be clearly stated such as the preferred construction and exemption of various kinds of charge.
