소비자정책측면에서 규제완화정책의 방향

초록
우리나라에서 규제완화정책은 1980년대부터 추진되기 시작하였으며, 이명박 정부 출범이후에도 정부의 핵심과제로 추진되고 있다. 이는 정부가 시장경제체제의 한계로 발생하는 여러 가지 문제를 해결하기 위하여 시장에 개입하여 온 규제정책을 완화 내지 폐지한다는 것을 의미한다. 그러나 정부가 시장에 개입하는 것은 나름대로 이유가 있다. 따라서 무분별한 규제완화정책은 새로운 문제를 야기할 가능성이 있다. 본 연구에서는 정부 규제와 규제완화에 대한 이론적 논거를 살펴보고, 소비자정책측면에서 규제완화정책의 방향을 경제적 규제와 사회적 규제로 나누어 제시하고 있다. 본 연구에서는 시장에서 경쟁을 저해하는 진입규제나 가격규제 등의 경제적 규제분야는 경쟁을 촉진하는 방향으로 규제를 완화하거나 폐지하여야 하지만, 소비자문제 등과 같이 시 장성과를 바람직한 방향으로 하기 위하여 정부가 시장에 개입하는 사회적 규제분야는 규제를 완화 내지 폐지할 것이 아니라, 규제를 하되 규제방법과 수단 등을 선진화 하는 방향으로 추진하여야 한다는 점을 소비자주권에 기초하여 주 장하고 있다.
Abstract
Deregulatory Policy has been promoted since the 1980s in Korea. Even after the inauguration of the present President Lee Myung-bak in 2008, the deregulatory policy continues to take its significance on the Government’s agenda. This paper attempts to sweep off plausible thoughts that are both negative and unilateral as to governmental regulation by theoretically exploring the concept of regulation and deregulation policy. In addition to these, this study points out that thoughtless deregulation may lead to a new breed of consumer affairs as consumer protection policy and regulation policy are closely correlated. This study presents the direction of deregulatory policy by dividing the direction of the deregulatory policy to economic regulation and social regulation from the consumer policy perspective as follows - Economic regulation should be lessened or lifted. - In terms of social regulation, regulations should not be lessened or lifted but be promoted in a manner of advancing regulatory methods and ways
