기후변화협약과 관련한 항공교통 분야 배출가스 저감을 위한 환경정책 방안에 관한 연구

기후변화는 모든 산업 분야에 걸친 글로벌 현안의 하나로 인식되고 있으며 항공 산업 분야 또한 이러한 경향에 영향을 받고 있다. 현재까지 항공 산업 분야는 기후 변화에 미치는 영향이 미약한 것으로 나타나고 있으나, 그 증가 속도는 기타 산업 분야와 비교할 때 매우 빠른 편이다. 그러므로 항공 산업 분야 활동이 기후변화에 미치는 환경적인 부작용을 감소시키기 위한 대책 마련이 필수적이다. 본 연구의 목적은 항공 산업 분야 특히 항공기 배출 가스 저감 대책과 관련 기후 변화에 대처하기 위한 각 분야의 대응 전략과 대책에 관해 검토ㆍ분석하는 것이다. 이러한 연구 목적을 달성하기 위하여 ICAO에서 권고하는 항공기 배출 가스 저감을 위한 몇 가지 대책들에 관해 분석하였다. 특히, 시장 기반 대책(Market-Based Measures)을 중심으로 두 가지 다른 접근 방식인 배출권 거래제도(Emissions Trading Schemes)와 배출 부과금 제도(Emissions Charges)에 관해서 비교ㆍ분석하였으며, 이를 통해 몇 가지 정책 대안을 제시하였다. 그러나 본 연구는 자료 수집이나 분석 방법 등 여러 가지 제약요인으로 인해 많은 한계점을 지니고 있으므로, 향후 구체적인 저감 대책 수립을 위해서는 추가적인 심층 연구 및 분석이 필요할 것이다.
Abstract
Climate change has been one of main global concerns over all industrial sectors, and the aviation industry is also influenced by these trends in its business. At present, although aviation’s contribution to climate change is still very low, its increasing rate is very high compared to other industries. Therefore, it is essential to review some measures to reduce its negative environmental impacts over climate change in aviation activities. The purpose of this study is to discuss and review the reactions and measures to cope with climate change in the aviation sector especially related to aircraft emissions measures. In order to achieve this purpose, some measures to reduce aircraft emissions recommended by ICAO will be reviewed. In particular, two types of different approaches in Market-Based Measures, Emissions Trading and Emissions Charges would be main topics in this study. In this paper, some policy strategies will be suggested through the analysis of each approach. Due to many limitations related to this study, however, the further in-depth analysis will be needed to set up the detailed mitigation measures.
