세계화. 정보화. 지식화로 특징지어지는 21세기의 환경은 모든 조직에 긴박한 변화를 요구하고 있다. 급변하는 환경 속에서 생존하기 위해서 각 조직들은 생존과 경쟁적 우위를 확보하기 위해 다양한 방법으로 조직의 변화와 혁신을 추구하고 있다. 특히 지속적이고 장기적인 조직 발전과 향상을 위해서 특히 인적자원에 대한 관심이 증대되고 있다. 특히 공공조직은 더욱 많은 변화에 직면하고 있다. 국민들의 욕구가 다양하게 변하고 있으며 저출산 고령화 등 인구학적 사회 환경의 변화에 따라 조직의 역할과 기능의 변화를 요구받고 있다. 또한 경쟁과 효율이 중요한 가치로 등장하고 있다. 공공조직의 위기 상황이 민간기업보다 부정적 파급력이 더 크며, 공공조직에 대한 민간부문의 요구가 계속 강화되고 다양화된다는 측면에서 변화의 시기에 공공 조직의 학습의 필요성은 더욱 강조되어야 한다. 이에 본 연구에서는 공공조직의 인적개발차원에서 시행되고 있는 학습활동을 조직학습, 팀학습, 개인학습 차원에서 살펴보고, 이때 리더의 변혁적 리더십의 구성요소들이 어떠한 영향을 미치는지를 탐색해 보고자 한다. 본 연구는 학습조직을 통한 학습 활동의 강화를 통해 공공조직의 생존과 발전을 위한 바람직한 평생교육적 방법을 모색해 보는 데 그 의미가 있다고 하겠다.
Abstract
The purpose of this study was to analyze the effect of transformational leadership to learning organization in public organization. This will contribute to develop a program of learning organization and the role of leader. This study was a case study. The data has been differentiated by criteria of Bass's transformational leadership. It consists of 4 factor - charisma, inspirational motivation, intellectual stimulation, individualized consideration. The activity of learning organization(Individual, Team, Organization) has been analyzed. The result of the study has shown that intellectual stimulation on the learning organization in public organization was the more affectable than the other factor. Also Team Learning affected the higher on intellectual stimulation and Individual Learning affected the higher on individualized consideration. The finding of this study can develop effective strategies to HRD on application of effective transformational leadership. Also we believe that it will improve the ability of individual and organization in public organization.
