A Study for Restoring the Public Confidence of the Real Estate Appraisal and Evaluation Industry of Korea

In an agrarian society, the real estate activities were simple, however, they have become more complicated and diverse, as the industrial structure has been changing more intricately in the modern society. Furthermore, since they have been affected largely by the economic value of the real estate, the role and function of the appraisers, indicating it as the monetary value, have been more important than before. Despite of the fact that the appraisers have played key roles in the national economy, they were under notice due to the scarcity of the qualified appraisers and the lack of recognition. However, as the appraisers have recently taken charge of review and appraisal of the Officially Assessed Reference Land and Housing Price, their importance has been newly acknowledged. The appraisers, however, have been affected by the conventional negative recognition about the real estate agents. Accordingly, the real estate appraisal business have strived to raise the trust in the appraisal with the association, as well as the government has made efforts to improve the general recognition of the appraisal business. However, since a large number of appraisers have been recently produced, which has boosted the excessive competition among them, it is true that the appraisal business has lost its credit by the inadequate job performances, like an unreliable appraisal. Consequently, the government is strengthening official regulation on the appraisers by revising the Act on Public Notice of Real Estate Price and the Property Appraisal, which can be described as the fundamental law in the property appraisal.
