기술사 자격 활용실태 및 노동시장 효과분석

초록
본 연구는 기술사의 노동시장 성과에 관한 통계적 분석을 시도하였다. 기술사에 관한 기초적인 통계자료를 한국노동패널조사(KLIPS) 자료를 이용해 파악하고 이를 임금수준, 직무만족도 등의 측면에서 살펴보았다. 아울러 국가자격증 취득의 결정요인(determinants)도 파악하였다. 기술통계분석결과에 따르면 첫째, 기술사의 임금수준은 자격증 소지자 전체 평균에 미치지 못하는 것으로 파악되고 있다. 둘째, 기술사의 직무만족도는 기능장을 제외한 다른 국가자격증과 비슷한 수준에 머물고 있는 것으로 나타나고 있다. 셋째, 기술사의 보수 만족도는 매우 낮게 나타나고 있다. 넷째, 취업의 안정성 면에서도 다른 어떤 자격증 소지자 보다 만족하지 못하고 있는 것으로 파악되고 있다. 다섯째, 전반적인 자격증 소지자의 경제활동상태별 특성을 살펴보면, 자격증 소지자의 경우 70%가 취업 상태에 있고, 4%가 실업상태에 있는 것으로 나타나고 있다. 자격증의 노동시장에서 성과를 분석한 결과를 제시하면 다음과 같다. 첫째, 자격증은 통계적으로 유의미하게 취업에 긍정적인 영향을 미치는 것으로 나타나고 있다. 둘째, 자격증의 취업효과와는 달리, 자격증이 임금에는 통계적으로 유의미한 결과를 나타내지 못하고 있다. 셋째, 자격증이 임금에 별다른 영향을 미치지 못하는 반면 학력수준이나 직업훈련 경험은 임금수준에 유의미한 결과를 보여주고 있다.
Abstract
This paper uses data from KLIPS (Korean Labor and Income Panel Survey) to provide a comprehensive analysis of the labor market returns to national vocational qualification, empathizing the professional engineer. We also investigate the determinants of a vocational qualification. This paper illustrates the fact that the wage level and the degree of satisfaction of a professional engineer qualification does not reach the average of other national vocational qualifications in Korea. The results show that vocational qualification positively affect job search, but not in the wage determination. On the other hand, both educational attainment and vocational training are influential in the wage determination.
