계(순번)의 재무구조 및 재무리스크 보증화 방안에 관한 연구

초록
현재까지도 서민금융으로 활용되는 계의 재무특성을 파악한 연구가 미약하다. 본 연구에서 우리는 가장 보편적으로 활용되고 있는 순번계의 재무특성, 그리고 순번계에 내재하는 신용리스크(credit risks)를 보증보험화하는 방안을 탐색하고자 한다. 순번계는 일반 금융상품과는 달리 대출목적과 투자목적이 공존하는 특성을 갖는다. 순번계의 수익성을 순현가법(NPV)을 적용하여 파악한 결과, 초기 일정 순번까지는 음(-)의 수익률이 발생하여 대출의 수단으로 이용되고, 그 이후 순번부터는 양(+)의 수익률이 발생하여 투자의 수단으로 활용되고 있음을 확인할 수 있었다. 또한 NPV법 이외에 투자안의 의사결정시 고려될 수 있는 내부수익률(IRR)법을 통하여 계의 재무구조를 파악하려 하였으나, 계의 현금흐름 구조상 IRR법이 적용될 수 없는 한계를 발견하였다. 마지막으로, 계의 안전장치 부재에 대한 보완책으로 보험을 적용할 수 있는지를 살펴보았다. 결론적으로 계주의 신용리스크를 계원들이 포괄적인 단체계약 형태로 가입하는 신용보험(credit insurance)이 보증보험(guaranty insurance)보다 현실 적합성이 높은 것으로 파악되었다.
Abstract
Although many financial products are offered on the financial market, two different purposes of loan and investment constitute a mutual-aid finance(Gye) due to the structural characteristics of Gye as a type of small-loan finance. These structural characteristics explain how mutual-aid finance can attain both of the purposes when the preferred interest rates for such purposes may be dissimilar. Therefore, it is imperative to closely examine the Gye structure. As a result of analysis using NPV, a negative earnings ratio occurred in particular incipient orders implying that mutual-aid finance was used as a means of loan. Subsequently, a positive earnings ratio occurred following the incipient orders implying that mutual-aid finance was used as a means of investment. Last, the applicability of guaranty and credit insurance each as an alternative to security of Gye was examined. Risks indigenous to Gye organizer were shown to be practically insurable by a means of guaranty and/or credit insurance. Moreover, it was more rational for participating members to cover risks with credit insurance rather than with guaranty insurance in the light of practical applicability.
