It is widely believed that judicial reform will significantly improve economic performance. Researchers argue that improving quality of judicial decision making increases certainty of contractual relations and fosters the formation of more efficient long-term contracts. This paper lays the foundation for empirical work to confirm that quality of education is a significant determinant of quality of judicial decision making. A mathematical and regression model is proposed to test the above hypothesis. More definite conclusions can be drawn when pertinent data is obtained.
