정책결정과정에서의 민간싱크탱크 역할과 발전방안 연구

This study examines how Korean private think tanks play in governmental policy making process for the benefits of whole society. To do so, the study employs a descriptive analysis based on the current and historic data due to the nature of research issue. Three types of private think tank of private enterprise think tank, NGO think tank, and profit-seeking consulting think tank are selected for exploration of the causes and future strategies. This research has found six major obstacles for Korean private think tank playing little impact on the governmental policy making: a relatively low level of policy production capacity and little influence in comparison with governmental think tank, an inadequate public policy production infra-structure, an insufficient marketing efforts to governmental agencies, an unsatisfactory awareness of public investment, a little concern of public donation for private think tank activation, and a heavy dependency on profit-seeking consulting think tank. The study finally proposes six strategies for curing those problems respectively: enhancing policy production capacity and bigger influence with respect to governmental think tank in policy making, more investment in internal research infra-structure improvement, promoting government marketing for policy sale, accelerating publicness in private think tank's research, encouraging public donation for private think tank research, and lowering a heavy dependency on profit-seeking consulting think tank.
