온라인상의 정책의제 형성과정에 관한 연구

Many people and groups try to exercise their influence over agenda formation process by participation. Among these, citizens’ active participation in the process is very important in that it could guarantee democratic process in the policy activity. Traditional citizens’ participation in the process requires much time and efforts. Moreover, in the participation process, there is a strong possibility of conflict among them, which leads social consensus very difficult. But, the advent of information society by ICT yields a new media i.e., internet. It makes possible a new form of citizen participation called online citizen participation. That is, cyber space based of information technology makes online citizen participation possible and builds up a newly formed space, named cyber sphere. A cyber sphere builds a new kind of community , that is a cyber community based on internet network. This study aims at analyzing a process of how to form an agenda by citizen participation in cyber community and examining the possibility of cyber community as a new public sphere. To fulfill the study goals, this study carries out case study. As a result, a cyber community is shaped by citizens’ will to participate and citizen can express their opinion freely and share common information in this space. And an issue proposed in this space is converged to public agenda. In a word, we can find that cyber community has a potential capability as a new public sphere.
