동아시아 경제통합과 유교문화의 역할

지금까지 동아시아 지역통합에 대한 논의는 주로 정치, 경제, 안보 문제에만 관심이 집중된 나머지 동아시아지역이 가지고 있는 문화적 공통분모는 소홀히 다루어 왔다. 경제통합 문제에 있어서도 신고전파적 분석에만 의존해 온 결과 계량화하기 어려운 문화적 요소는 과소평가하거나 간과해 온 경향이 많았다. 그 결과 동아시아 경제통합의 효과는 크게 기대되나 지역적 공통분모의 결여로 인해 그 실현이 어려운 것으로 결론짓는 경우가 많았다. 그러나 동아시아지역은 비록 정치․경제적으로는 아직도 상당한 이질성이 있으나 문화적으로는 유교적 가치라는 공통분모를 지니고 있고, 이것이 경제통합의 중요한 전제조건이 될 수 있다는 것이다. 왜냐하면 문화적 공통성은 회원국 상호간의 사회‧경제적 이질성을 완화시키는 완충제 역할을 하고, 경제통합의 비용은 줄이고 혜택은 극대화시킬 수 있는 촉매기능을 제공하며, 나아가 통합체운영의 효율성과 내구성을 제고할 수 있기 때문이다. 이상과 같은 인식 하에서 본 연구는 동아시아지역의 문화적 공통성을 유교문화를 중심으로 고찰해 보고, 이를 기초로 한 동아시아 경제통합의 기대효과와 가능성을 진단해 봄과 동시에 그 접근방향을 제시해 보았다.
Abstract
Economic integration is a strong drive to cultural development and concurrently conditioned by it. Therefore, to form the economic integration, it is necessary to seek for it in relation to cultural identity as well as to economic variables. But the studies for East Asian Integration are composed entirely by the method of quantitatively measure. The objective of this paper is to explore the possibility of adopting confucian culture for having economic bloc formation in the regional level in East Asia. For this purpose, the paper investigates the potentials of confucian culture for economic integration of East Asian countries and presents its expected effect. Then this paper presents the possibility and prospect for East Asian Union. Concludingly, the forming of the economic integration in the East Asia will make the Asian society more stable and rational, and bring the East Asian economic development and peaceful coexistence in the future. Moreover, It will play an important part for stabilization and prosperity in the world.
