노후소득보장수단으로서의 기초노령연금에 관한 연구

초록
기초노령연금제도는 고령자의 사회적 기여에 대한 보답 및 국가의 국민에 대한 권리보호의무를 실현하기 위한 목적에서 2008년부터 시행된 사회보장제도이다. 이는 미성숙단계에 있는 국민연금제도의 사각지대를 보완하고 기존에 노인복지법상 시행되어 왔던 경로연금제도를 대체하는 제도로서 사회보험으로서의 성격과 공공부조로서의 성격을 동시에 가지고 있는 노후 기초소득보장제도라 할 수 있다. 이러한 이중적 성격으로 인하여 제도시행 이후 적용대상 선정의 합리성, 급여수준의 적절성, 기타 다른 노후소득보장수단과의 역할분담을 통한 연계성에 있어서 혼란을 초래하고 있다. 향후 기초노령연금제도가 진정한 노후소득보장수단으로서의 사회보장제도로 거듭나기 위해서는 우선, 경제사회적 여건 변화에 대한 인식 및 원칙적 기본방향의 설정을 통한 노후소득보장체계 전체의 재구축을 도모하여야 한다. 또한 기초노령연금제도가 국민연금을 보완하는 노후소득보장제도로서의 틀을 유지하는 경우와 노후 지속적 기초소득보장법제로 나아가는 경우 모두를 고려하여 다른 노후소득보장수단들과의 상호조율을 기해야 한다.
Abstract
Basic Old-Age Pension was enforced for rights protection duty about the whole nation since 2008. This is a procedure of old Age basic income security that has an intrinsic attribute as a public assistance as well as it as a social insurance. And it is a system to complement the blind spot of a national pension and to replacement a senior pension in the aged welfare law. Because this double meaning, it is causing not a little confusion in the rationality of the object application, the propriety of wage levels and the connectivity between other old age income security procedures following the enforcement of this system. First, the old age income security structure must reconstitute itself as a true system through the awareness of changing on the change of socio-economic conditions and the creation of the basic direction for Basic Old-Age Pension turns over a new system since it was enforced as a true procedure of old age basic income security. In addition, basic old-age pension must be a setting for another old age income security ways In view of two types : in case of maintaining this outline of the system on supplementing the national pension and in case of progressing toward continuous old age basic income security procedure.
