지방자치단체 복식부기 회계제도의 도입효과－경기도 지역을 중심으로－

본 연구는 지방자치단체에 복식부기 회계제도가 전면적으로 도입되어 지난 2007～2008년간 실시결과에 대하여 검증하였다. 지방행정조직에 있어서 내부업무 효율성, 조직혁신 및 복식부기에 대한 이용자 가치가 복식부기 회계제도에 대한 활용 만족도에 어떠한 영향을 미쳤는지, 그리고 복식부기 회계제도에 대한 활용만족도가 행정업무 투명성에 어떠한 영향을 미쳤는지를 검증할 목적으로 수행되었다. 본 연구의 결과를 요약하고 그 시사점을 제시하면 다음과 같다. 첫째, 지방자치단체의 복식부기 회계제도 도입으로 내부업무 효율성이 복식부기 회계제도의 활용만족도에 어떠한 영향을 미치는지를 검증한 결과, 내부업무 효율성은 복식부기 회계제도의 활용 만족도에 정(＋)의 영향을 미치는 것으로 나타났다. 둘째, 지방자치단체의 복식부기 회계제도 도입으로 조직혁신이 복식부기 회계제도의 활용만족도에 어떠한 영향을 미치는지를 검증한 결과, 조직혁신은 복식부기 회계제도의 활용 만족도에 정(＋)의 영향을 미치는 것으로 나타났다. 셋째, 지방자치단체의 복식부기 회계제도 도입으로 복식부기에 대한 이용자 가치가 복식부기 회계제도의 활용만족도에 어떠한 영향을 미치는지를 검증한 결과, 이용자 가치는 복식부기 회계제도의 활용 만족도에 정(＋)의 영향을 미치는 것으로 나타났다. 넷째, 지방자치단체의 복식부기 회계제도 도입⋅실시 이후 복식부기에 대한 활용 만족도가 행정업무 투명성에 어떠한 영향을 미치는지를 검증한 결과, 지방자치단체 복식부기의 활용 만족도는 행정업무 투명성에 정(＋)의 영향을 미치는 것으로 나타났다.
Abstract
The present study was conducted for making empirical analysis on the introductory effect of local government double－entry bookkeeping accounting system because I realized needs of introductory effect assessment for local government double－entry bookkeeping accounting system. For this research, I used survey research method to local governments in Gyeonggi－Do which have been carried out double－entry book－keeping accounting system for last two years. In order to attain the objective of this study, I reviewed related theories and previous researches through literature review, and empirical study was conducted through a questionnaire survey. The results of this study are summarized as follows. The rise of internal operation efficiency has significant positive effects on user satisfaction for double entry－bookkeeping. And the rise of organizational innovation has significant positive effects on user satisfaction for double entry－bookkeeping. Also, the rise of user value has significant positive effects on user satisfaction for double entry－bookkeeping. And the rise of user satisfaction has significant positive effects on the improvement of administrative transparency
