As the Olympic Charter illustrating, Olympism is a philosophy of life. Blending sport with culture and education, Olympism seeks to create a way of life based on the joy of effort, the educational value of good example and respect for universal fundamental ethical principles. Therefore the Olympic Movement is the concerted, organised, universal and permanent action, carried out under the supreme authority of the IOC. The goal of the Olympic Movement is to contribute to building a peaceful and better world by educating youth through sport practised in accordance with Olympism and its values. The three main constituents of the Olympic Movement are the International Olympic Committee, the International Sports Federations and the National Olympic Committee. Among them IOC took the status of supremacy. With the legal authority, the mission of the IOC is to promote Olympism throughout the world and to lead the Olympic Movement. Actually the practice of sport is a human right. Every individual must have the possibility of practising sport, without discrimination of any kind and in the Olympic spirit, which requires mutual understanding with a spirit of friendship, solidarity and fair play. Considering these all legal issues based on the Olympic Charter, this paper exams Olympic Movement and Olympic System from the perspective of international legal framework of sport and hoping that this paper would serve as the basic documents for the development of sports law and legislative materials.
