우리나라(예:울산시) 환경규제 정도의 타당성 평가에 관한 연구

In perspective of regulating the environment, there are imperativedirective regulations and autonomous regulations. Currently Korea is adopting imperative- direct methods such as closing order, enforcement notice, and emission permissive standard. Ulsan is a high tech developing industrial city which is promoting sustainable development in all fields. In order to improve the city,imperative-direct regulation must be converted into industrial-autonomous regulation and also switch from an environment pollutant to a precaution method. In order to earn a reputation as a pleasant industrial city, the government must raise the standard which the Ministry of Environment adopted from the past. Furthermore, the latest international regulation must be introduced. Waste incineration from the green energy withdrawal policy and the zero policy must be accepted wholeheartedly. Regarding the air pollution, the government should take action to regulate the CO2 emissions, a leading cause in the destruction of the ozone layer. The current general emission permissive standard and the surveillance system is not adequate to manage the water pollution issue, so Pollution total management system should be administered. Furthermore, environment tax which our government is now considering, must be adopted without hesitation. Ulsan city maintains the low level which the Administration of Environment suggested for ages. Ulsan city should modify the environment regulation and law so that appropriate environmental regulation standard must come into action.
