일본 ‘평화헌법’의 경로의존성

The Aim of this paper is to consider the influences which attain to the Pacifist Constitution of Japan and the constitution revision, by using the concept of ‘Path dependency' and ‘transition cost' as an analytical tool. Concretely, in order to find out the path dependency that Pacifist Constitution of Japan has, first, this paper analyze how the Pacifist Constitution of Japan has been formed and consider the domestic and international cause variables which influenced on the formation process of Pacifist Constitution. Second, this paper determines what independent influence the Pacifist Constitution has through analyzing how the cause variables has influenced on Pacifist Constitution with the change of times. Based on the analysis above, this paper assumes that the Peace Constitution consistently have been affecting on the process of Japan’s policy decision as an intervening variable. Depending on the size of transition costs, the policies that the Japanese government will possibly decide regarding the Pacifist Constitution can be divided into the three ways: defense of the Constitution, hegemonic broadening of the U.S.-Japan alliance and east north Asia peace through amendment of the Constitution. Through analysis of the three ways, it is discovered that the possibility of peacekeeping in east north Asia goes up as the switching costs in Japan increase. These costs are amendment costs of the Peace Constitution in Japan. Therefore, this study concludes that the opportunity of peacekeeping in east north Asia increases when east north Asian civil societies make attempts to enlarge the switching costs of the peace Constitution in cooperation with Japanese civil society, by analyzing the Constitution through path dependency and switching costs.
