공공조직의 이론기반 성과평가에 관한 연구 - 구조상황이론의 유용성 탐색 -

This study starts from a sense of problem that many researches of performance evaluation of public organizations have heavily focused on prescriptive and practical studies without any theoretical backgrounds. Structural contingency theory addresses determinants of organizational performance covers from internal factors(finance, manpower, organizational structure etc.) to external factors(economic situation, public sentiments, political supports etc.) of organizational management. This article suggests the structural contingency theory can be utilized in order to ascertain determinants of organizational performance and dynamics between them. And a diagram is presented to show the relationship of the presumed determinants that structural contingency theory suggests in the context of performance evaluation in the public sector. An empirical analysis is employed based on the diagram based on the organizational performance of the national job centers under the ministry of labor. As the results of the DEA and mutiple regression analysis, it is found that not only several internal but external factors have significantly affected the performance of the national job centers as it is expected in the structural contingency theory framework.
